Open Society, Closed Conversations: External Consultation and the Integrated Review

Report cover page

In this briefing written jointly with Rethinking Security, authors Ben Donaldson and Richard Reeve compare the practice of the UK’s Integrated Review with previous security reviews, drawing on published methodologies and information gained from a series of Freedom of Information requests.

Looking at public consultation, engagement with external expertise, and engagement with Parliament, the briefing examines how well the Integrated Review stands up to the principle of openness that the document itself identifies as a positive characteristic of UK society and a fundamental principle of the UK’s ‘Global Britain’ persona on the international stage.
